One of the common methods for verifying the performance of smart munitions is conducting tests. These tests can be carried out in two ways: dynamically or through simulation. The dynamic testing method is costly in practice and, from a safety standpoint, has low reliability and is time-consuming. Achieving monitoring and testing technology through simulation methods is essential. This research was conducted with the aim of designing and constructing a testing device to test the rotational time of an unbalanced component in a rotary system. The rotational time in such systems corresponds to the rotation time of an unbalanced rotor between two positions. This device consists of three main parts: a mechanism for placing a timer on the rotating part (whose rotation causes the timer rotor to turn), a laser transmitter and a color-sensitive receiver (for detecting the spatial position of the rotor), and a control and signal processing unit. This device has been industrially manufactured. Aiming to determine the important quantities affecting the system's performance and to compare with test results, its mechanical behavior has also been obtained by extracting and solving the governing equations of motion. The recorded results in practical tests, compared to the system's behavior in the software environment, confirm the correctness of this device's performance.
