Using air attacks on cities have been known as a common strategy in the recent wars. Hence, it is necessary to assess the vulnerability of cities to air attacks and provide appropriate solutions to mitigate damages. This goal is achieved by using passive defense considerations and urban planning methods. In this study, district 1 of region 11 of Tehran municipality has been used as the study area. This zone is introduced in Tehran’s outreach plans as an important part of the city, because of establishing strategic land uses, and hence evaluating its vulnerability is important. In this research, the vulnerability assessment of the region of interest to air attacks is accomplished using the analytical hierarchy process (AHP) method and the geographic information systems (GIS). The findings of this assessment show that 92.4% of construction blocks in the region of interest are included in the range of medium to high vulnerability.
